3 day Crowd Management Strategies for Command Staff
* Offered as an agency specific course
* Offered as an "Open" course
This course has rapidly become the most requested course and fills the gap between line tactics and the strategies for an Incident Commander, or Officer in Charge of a station or department. It is designed for department command staff (Lieutenants and above) although line supervisors would gain insight into pre-planning of a crowd event.
The three day course is designed to provide Command Staff with insight and understanding into the Mobile Field Force Concept and tactics, and the capabilities of their trained personnel (the how, when and why of deployment). In addition, are training discussions on use of resources such as Bike Units, Motors, Mounted Officers, SWAT or special operations officers, and Plain Clothes personnel.
This three day course includes MFF overview, how to plan for crowd events, management techniques, spontaneous response to events, dealing with the media, use of force in crowd control including less lethal munitions as well as use of force reporting protocol, deployment strategies, First Amendment Rights and application to demonstrations, risk management issues, and unlawful assembly and dispersal. In addition, the course covers several in depth tactical debriefs of actual events and lessons learned illustrating in real world events tactics that have failed, were improperly deployed, lacked proper planning, or worked well. During this three day course there are also four escalating tabletop exercises to re-enforce concepts learned.
The Management Strategies for Command Staff course includes a 250 page textbook written for this specific course.
Class Sizes are limited to a maximum of 12 students who will be broken down into four planning cells of four officers each.

3 Day Mobile Field Force Leader and Squad Leader Training

Now that you have created your Mobile Field Force for your department, what are the responsibilities and accountability of the Mobile Field Force Lieutenant and Squad Leaders? One of the constant lessons learned in many incidents is the lack of specific supervisory training.
This course is designed for Lieutenants acting as Mobile Field Force Leaders, Sergeants as squad leaders, and senior officers/deputies who may be assigned squad leader responsibilities.
The 3 day MFF Leader's course is directed exclusively to the roll of line supervisors who are directing the activities of MFF Squads. The course includes basic tactics and deployment of all aspects of a Mobile Field Force. In addition, subjects include Use of Force in crowd control, supervisor responsibility, accountability, and reporting of use of force incidents, unlawful assembly and the First Amendment, dispersal, arrest strategies, use of Less Lethal Munitions, dealing with the media, planning for an event, as well as crowds and their makeup and strategies.
The Course includes, several tactical review of critical incidents illustrating the success and failure of tactical decision making, Use of Force issues, accountability and reporting, Less Lethal Munitions issues and three progressive movement problems and a table top exercise.
The Mobile Field Force supervisor’s course includes a 150 page textbook written for this specific course.

This course is designed for officers identified by their respective departments to become core instructors in Mobile Field Force Tactics. This course is a combination of classroom and hands on training exercises.
The 4 day course is the most detailed and intensive of all courses. It is designed to create true educators who have a deeper understanding into the cause, effect and why of a Mobile Field Force. Training includes Teaching Techniques (both classroom and hands-on application), Mentoring, in depth tactical reviews of critical incidents in which traditional tactics failed or were incorrectly applied. Development of a program and PowerPoint presentation unique to the individual Department incorporating Policy and Procedure,
At the conclusion of training, each student will have the requisite skills and confidence to lead their Departments Mobile Field Force training program.
This course includes a Power Point presentation that MTS develops for the specific agency hosting training, and a 125 page textbook designed specifically for this course.

1 day Squad Formations Training
If you have an upcoming event that will involve managing a crowd, be it a demonstration, rally, march, concert, or political event, this is the perfect course to prepare your personnel. This 8 hour course is a combination of classroom, and intensive practical application using multiple squads and squad movement. The course covers baton techniques for crowd control, use of force issues, first amendment issues for Law Enforcement, and the fundamental, time and event proven tactics to insure an organized, disciplined, and professional response to any event.

2 day Basic MFF Course
This course is designed for uniform patrol (first responders), Detectives or other assignments in which personnel may be mobilized and deployed for any special event, demonstration, or catastrophic natural or man made disaster in which crowd control and management are required. This course is a combination of classroom and hands on training exercises.
The two day course is designed to train personnel in basic MFF tactics including Concept and Mobilization, Squad Formations, Use of Force, Use of the Baton, Mobile Tactics, and Rescue Tactics. This is the rudimentary course that all officers within a department should be trained in. Each course is specifically designed to meet the needs of each department.
Class Sizes are not limited and can range from 12 officers to an entire department.

3 Day Advanced MFF Course
This course is designed for officers and supervisors who have attended the Basic Course, and is a combination of classroom and hands on Field Training Exercises.
The focus of the Advanced course is to take squad tactics to the next level, including supervisor communication and decision making, squad tactics for chemical agent and hazardous material exposure, mass arrest and light arrest team training.
This course culminates in a progressive four hour force on force Field Training Exercise which places officers and supervisors in a real world crowd environment and who must exercise team integrity, multiple squad movements, supervisor communication and decision on the fly, strategy, and exercise all techniques learned successfully. This is the most realistic training to prepare your officers.
Class Sizes is limited to 36 to 48 officer, including supervisors.

MFF Course (Tactical Support Element)
This course is designed for Special Operations such as SWAT, Special Problem Units, and Special Response Teams. This course is a combination of classroom and hands on training exercises.
The 3 day course encompasses the basic two day syllabus, but is expanded to include use of Chemical Agent, Less Lethal Munitions, Contact Team Concept and configuration, Counter Assault Tactics, Tangle Team and Mass Arrest Tactics, Light Arrest Team Tactics, and Motor Strike Team tactics.
Class size is limited to a maximum of 24 officers.

This course is designed for ground personnel and mounted personnel for the ultimate combination of “tanks and infantry” for the most successful deployment package to manage large crowds. The course is designed contingent on the size, ability and training of the agencies Mounted Unit and establishes tactics and practices for the inclusion of both Mounted and Ground Officers, giving a high level of confidence and comfort working in close proximity with each other.
